Question: Should I use R-15 in the walls?

Answer: Simple answer: The higher the R-value the more resistance to heat loss. The more resistance to heat loss you have the more energy efficient the home will be. Keep in mind that you typically only get one opportunity to insulate exterior walls before the cavity is enclosed. If you do choose to replace the R-11 insulation you could put the old R-11 in the attic.
