Question: How should I insulate unfinished attic space?

Peter writes from Saint Paul, Minnesota: "I have an old 1.5 story house in Minnesota that has some finished space in the attic. The house has almost no insulation. I just insulated the knee walls in the attic and don't know how to proceed from here. The entire attic has a tongue and groove wood floor. In the unfinished space, should I:
1) Drill holes in the floor and blow in loose fill? Would this create moisture problems since there'd be no vapor barrier?
2) Pull up floor boards and lay fiberglass? This seems like a lot of work and quite damaging to the floor.
3) Leave the floor alone and insulate the rafters instead? If the rafters are insulated, is it ok that the knee walls are insulated?
4) Anything else?"
