The best thing would be to insulate the pipes first and then insulate between the studs with fiberglass. Use faced insulation if you are insulating exterior walls. The paper goes toward the warm-in-winter side, which is the interior side. The studs can then be covered with drywall and painted. Moisture-resistant nails or staples should be used to secure the insulation.
